Jan Lokpal Bill – Standing Comitte Invites Memoranda from People of India, Trapped


Refer to the notification regarding inviting memoranda containing views / suggestions from individuals / organizations interested in the subject matter of the Jan Lokpal Bill and also to hear select oral evidence on the subject matter of the bill

The UPA government which has been functioning as a dictator and taking arbitrary decisions, appointed First Woman President completely ignoring the public mandate (refer the statement of Mr. Pranab Mukherjee, “Do not go by SMS polls and popularity ratings. The people of India don’t elect the President, it is the elected representatives who elect him

Take a note that, people of India elected those representatives to voice their opinions at parliament and to take decisions in the interest, welfare and growth of the nation. Those representatives had no reluctance in taking undue advantage of the designation, privilege, rights and power which people of India granted having full faith in democracy. These representatives had cheated poor and innocent people of India and took arbitrary decisions at their own will and only in their vested individual or party interests.

Though there are many more references on record, but just this one is mentioned for the sake of lack of time. In the light of such past arbitrary acts of these representatives, the standing committe must first clarify how and why should people of India trust the honesty and transparency of this initiative of inviting memoranda from the public.

If the government has really sincere, serious, honest and transparent views, it must first revoke the election of First Woman President, or ensure that the Election of President 2012 onwards will be by the people of India then talk about inviting memoranda from people of India.

In fact, the government is of the ideologies that:
People of India were gifted to 10, Janpath as economic slaves by british government at the time of Independence on day 15th August 1947

    new scandal at kribhco in Sep’11 where they outrightly rejected the basis of Open Tendering Process and favored one bidder who was not compliant to the RFP specs at all

    Cooperatives like KRIBHCO have become golden goose laying golden eggs for the corrupt officers who think that they are beyond the scope of any investigation or legal action. While drafting Lokpal Bill abundant caution be taken to see to it that Cooperative Societies, particularly those which are receiving or having received any financial aid from the Central Government or State Government or in which stake holding of Govt. of India is involved or was involved at any time are also incorporated under this bill. This particular request is being made in view of the fact that the Cooperative Giants like KRIBHCO and IFFCO wherein rampant corruption can be seen even with half an eye and as these both the societies have worked very cleverly and in a well planned way to be out of the control of the Government of India by repatriating the Government equity are not allowed to be out of the purview of this bill.

Sinha), an IRS Officer on deputation to KRIBHCO) has dared to give in writing to the said two authorities that he and KRIBHCO do not come under the purview of the CVC and the Prevention of Corruption Act, 1988. So much so that investigations by CVC/CBI into a fraudulent deal of KRIBHCO for having acquired a Fertilizer Plant (Oswal Fertilizer Plant, presently in the name of Kribhco Shyam Fertilizer Limited) at Shahjahanpur (U.P.) by overpayment of Rs.600 Crores, was got halted since 2005. Another glaring example is that an IFS Officer in the name of Mr. Amar Prasad (Code No.0018 JHK/027) is continuing in KRIBHCO despite his deputation period having been expired in June’2008 and the resignation of which officer is not being forwarded to the President by the Govt. of Jharkhand since the disciplinary proceedings against the said officer w.r.t. a financial irregularity pointed out by the PAC. Not only this that the said officer has been appointed by KRIBHCO as an ED(HR), even his services have also been confirmed in KRIBHCO just because of the reason that the said officer is a State-mate and a Schoolmate of the said Managing Director of KRIBHCO.     Corruption is the deadliest enemy of every free civilized society and it has rooted so deep in our country that even the Cooperative Sector is also not left out by it. Therefore, it is my earnest request/ suggestion to the Standing Committee that while drafting Lokpal Bill abundant caution be taken to see to it that Cooperative Societies, particularly those which are receiving or having received any financial aid from the Central Government or State Government or in which stake holding of Govt. of India is involved or was involved at any time are also incorporated under this bill.
